When I followed this program, now I am clear with RISDA’s function, mission and vision, objective and so on. Besides that, I also gain many new experience and knowledge like:

For this week In Monday fuss because Risda were plundered.From first floor reach to floor six.This week kak Faezah and cik fatin give me task.I must complete and insert data in e-latihan before i finished my practical next week.Six remaining course not yet admitted inside e latihan and inside presence course 2009.That's all



Week 7

Most staff no in office this weeks because go out station. Only me, Kak faezah,mister zaidi and kak gayah this weeks.For week seven not many work to do and work has not changed much as week before previous.Only mister Zaidi give me task to do.For week seven Friday public holiday.

Product/Services

We know that, RISDA is a government sector. So, they have involved more in services than produce products. RISDA have helped our smallholders to get aid for Replanting. We also can see from RISDA’s mission, vision and also objective. For the product, they help our smallholders to gain more income with rubber smallholders. RISDA also give an Additional Economic Activities to their smallholders such as planting, livestock’s; produce Hevea collections and etc so that can help them. RISDA also help the smallholders to give them training in Replanting and any other activities that recommends from the Ministry of Agriculture.


Place

RISDA have branches in all over Malaysia. They have in State, District, and City. Customers also can register at RISDA Stations to join with RISDA services.


Pricing

RISDA is not aim to earn money with selling their products but, they are more to give services because they are corporate body towards developing a progressive and prosperous Smallholders’ community.


Promotion

RISDA was doing their promotions join with the Ministry of Rural Development because they are government sector. Smallholder can get more information at RISDA Stations and also get pamphlets or log on to RISDA’s official website.

RISDA’S Strategic Planning (2001-2010)

2003 is the third year of implementation of the 8th. Malaysia Plan whereby RISDA maintains its efforts in developing the smallholder community in Peninsular Malaysia. As a producer of raw materials, particularly rubber and palm oil, the income of the smallholders is subject to the prices of both commodities. Besides, the acreage of the land owned or worked on will also affect their income and prosperity.

Bearing this in mind, RISDA has legislated the 2001 – 2005 Strategic Planning for the Development of Smallholders which takes into account the current situation of the smallholders, their income increase goal, their socio-economic status as well as the aspirations of the nation in turning rubber into a strategic crop.

The executed Strategic Business Model includes 5 Flagships or THRUSTS, namely (Replanting & Farming Development, Supplementary Economic Development, Commercial Economic Development, Smallholders’ Institutional Development and Members of the Household Development.) This development model comprises various aspects of smallholder development, which is the development of their land, economy, institution and families.

This document is meant to provide a source of reference for RISDA officers and all levels of staff, as well as for other parties interested in the development efforts and prosperity of the smallholder community. The management of RISDA values highly every feedback regarding the execution of these development programmes meant to protect the smallholders’ interests and prosperity of this country.


RISDA’S Economic Improvement

This programme is created to assist in providing financing facilities in the form of soft loans to individual smallholders, smallholders’ cooperatives and companies that will benefit the smallholders in executing selected supplementary economic activities in order to assist them in increasing their income.

The two types of economic activities that have been identified up to this point are:

Economical farming activities such as livestock, fisheries and vegetable farming.

Off-farm economic activities, such as manufacturing, construction, processing, packaging, and distribution of foodstuff, handicrafts and needlework.


Increasing Farm Produce

This programme is created to assist in providing soft loans to facilitate the purchase of new technology in agriculture that will support the smallholders in increasing their productivity. Examples of the technology are high productivity seeds, fertilisers and high technology equipment in increasing productivity.


Development of the Poorest Citizens

This programme is created to provide soft loans to the poorest citizens group to carry out various economic activities that will assist them in increasing their income. These economic activities will be carried out in groups.


Entrepreneurship Development

This programme is created to provide soft loans to the smallholders in reinforcing entrepreneurial quality and performance through business activities in various fields.

Week 5

This week too much party for mister hj Ibrahim namely assistant director because mister hj ibrahim will retire in day Thursday 3rd december 2009.So after this mister hj suhaimi salleh from PRN Kelantan will replace mister hj Ibrahim Muda .In this week Tuesday also administrative division have made party for Mister haji Ibrahim.So smallholder training department and training unit already invited to mass celebrate the party.At 30 minutes mister hj Ibrahim give speaking and give end words for all.On Thursday I already invited to lunch with master hj ibrahim ,encik hj suhaimi ,cik fatin ,kak gayah ,kak lint ,kak faizah ,encik sauffi ,hj suhaimi burn ,encik zaidi and last mister Airul Anwar.

Encik Suhaimi had ask me to find a game that that can be used in the course. He needs this games to help him to plan the course activities in next years. Foor week five cik fatin and kak faizah also I had doing some photocopies, fax and answering the call.This week also I were given work by kak Faizah to key in inside data e training and in course presence year 2009.Thats all for this week

WEEK FOUR

This week very busy because which work should be made before hari raya haji.This week all busy with course wish to make still plentiful smallholder because of budget and must be finished before end of this year.I enjoined by misses Fatin and madam Faris to photostat and fax to 8 PRN.

For next month in December training department have eight course namely pastry course ,entrepreneur motivation course ,breeding of village chicken course ,bekam course ,packaging and labelling course ,goat rearing couse ,kursus life and the last modern treatment course postnatal .

PRN is office Risda state.after schedule made for every course,office Risda kuala lumpur must make and produce one call letter for the course wish to make.After that Pejabat risda kuala lumpur must fax all letters were made to all PRN.Sir Ibrahim G22 agriculture 's assistant order me to make correction for call letter course before fax to PRN.

In Monday evening director Risda training department give ordered for all staff include practical student.Director had told about enforcement thumb print.Thumb print this aimed to see and oversee each staff's movement and for presence.This also to be sure seller or outsider enter as one likes inside office Risda
and guard against any theft.

FUNCTONS OF RISDA

The main duties of RISDA as stated in its establishment act are:

1.To administer Rubber Industry Replanting Fund which was established under section 3 of the Rubber Industry (Replanting) Fund Ordinance 1952.

2.To manage and implement schemes approved under the provisions of the Rubber Industry (Replanting) Fund Ordinance 1952.

3.To plan and implement all innovations for the smallholder sector.

DEVELOPMENT STRATEGIES

To achieve the above duties, RISDA implements the following functions:

1.To implement agricultural innovations emanating from research.

2.To cooperate with other agencies responsible in research, extension, agricultural credits, rubber processing and marketing so as to expedite the modernization process in smallholder sector.

3.To implement replanting and new planting of the smallholder sector with high yielding planting materials.

4.To ensure that smallholder sector is modernized in every aspect to improve their economic wellbeing.

5.To obtain and maintain all necessary statistics relating to the development of the smallholder sector.

6.To participate in any other activities that will contribute to the improvement and development of

smallholder sector as instructed by the Minister from time to time.

RISDA also implements certain development programmes of the Ministry of Rural Developments under the new Rural Development Philosophy and Strategy such as the Gerakan Desa Wawasan (GDW), Infrastructure Development Programme, Absolute Poverty Eradication Programme (PPRT), One Village One Product Program (1KIP) and so forth.

DEFINITION OF SMALLHOLDERS AND ESTATE


  • Smallholders

Smallhoders are defined as those who own any land (for the planting rubber) of less

than 40.4686 hectares (100 acres).


  • Estate

An estate is defined as an entity that owns any land (for the planting of rubber) with an

area of 40.4686 hectares (100 acres) and more.

  • Target Group strategic development is the estimate 235,000 rubber smallholder in Peninsular Malaysia. They are made up of smallholders with different backgrounds and are categorized into two groups, i.e. active and passive.In line with the New Rural Development Philosophy and Strategies, RISDA’s target group also includes members of the smallholder’s households, including women youths who are the future second generation of smallholders.


RISDA’s Quality Policy

The Management of RISDA is Committed towards Providing Skilful and Effective Replanting Aid Management Services towards the Fulfillment of the Smallholders’ Needs.

Quality Objectives

Creating a sense of responsibility and commitment amongst all the members of staff towards increasing efficiency and efficacy in achieving the commercial replanting goal of 20,000 hectares annually, with 80% being group cultivation and 20% individual cultivation, from seedlings of high quality.


Quality System

The Quality System which manages the Replanting Aid for all crops approved by RISDA will be executed in three stages, as illustrated in the diagram below:-


a. First Stage: Quality Manual

The Quality Manual explains the quality policy and objective, as well as the principles of each MS ISO 9002:1994 element requirement in ensuring that the disbursed Management of Rubber and Oil Palm Replanting Aid fulfils and satisfies the client’s needs.


b. Second Stage: Quality Procedure

The Quality Procedure supports the policy and principles of each relevant MS ISO 9002:1994 element requirement as stated in the Quality Manual. It explains the following points.Steps to be taken in executing a particular activity in the Replanting Aid Management for all approved crops. Link in the execution of that particular activity with other officers and relevant external authorities.


c. Third Stage: Job instructions

Job Instructions is a guide with detailed explanations on how to execute a particular activity under Quality Procedures which are relevant to Replanting Aid Management for all approved crops.


TRAINING DIVISION

Under Training Division there are three units that are:

i. Training Staff Unit

ii. Administration and Finance Unit

iii. Smallholders Rubber Industry Unit


The functions of Training Staff are:

  • Analysis training needs
  • Personnel development program
  • Doing Seminar, conference, workshops and educational tour for all personnel’s
  • Pre-retirement courses for staffs who wants to retired
  • Managing courses or training
  • Nationality courses
  • Management courses
  • Technical courses

The functions of Administration and Finance Units are:

  • Managing administrative, budget and finance division include for (IKPK) and (RISTEC)
  • Manage and updates data asset inventory
  • Observe all physical aspect include security and maintenance

The functions of Smallholders Rubber Industry Units are:

  • To make sure that all formal training is enough and accurate for rubber smallholders and for 2nd generations
  • Ensure that al formal training such as rubber management and technical field is given to rubber smallholders
  • Arrange courses and training for rubber smallholder’s staff skills raining, entrepreneurship courses and in other relevant field
  • Creating seminar and workshops for PMPK and rubber stallholders
  • Gathering information and rubber smallholders inventory, analysis and observe the effectiveness of training that given to the rubber smallholders

DEVELOPMENT PROGRAMMES AND ACTIVITIES REPLANTING

Replanting is the main activity in the development of the smallholder sector, as well as the trust of other developmental activities. Replanting was first introduced in 1952 to enable smallholders with old and uneconomic rubber trees to replant with new clones or with other crops that could give higher yields and returns.The replanting grants are given partly in the form of agricultural inputs such as planting materials, fertilizers and pesticides and the balance in cash. The grant disbursement over a period of 2 ½ to 4 ½ years depending on the type of crops replanted. The smallholders can choose to replant their rubber trees with crops that could give better returns by block replanting or by individual replanting.



EXTENSION SERVICES AND THE TRANSFER OF TECHNOLOGY

Effective communication process needs to be implemented for the transmission of knowledge, bringing about attitudinal changes as well as increasing the skill level of the smallholders through the transfer and adoption of new technologies. Various extension methodologies, formal or informal, are used to educate and encourage the target groups to participate in the development programmes organized by RISDA.

Extension is the educational process to facilitate the implementation and adoption of new technologies recommend. The effectiveness of this process could be measured by the number and type of technologies adopted by the smallholders.

New technologies will be screened by both the National and State Extension and Transfer of Technology Committees before being introduced to the target group.


NURSERIES AND PLANTING MATERIALS

The preparation and supply of high quality planting materials to participants of the replanting programme is carried out by the 1956/1959 Scheme. In this way, RISDA can regulate the usage of the best clones besides supervising delivery schedule and quality of the planning materials supplied.

Research agencies will develop new clones from time to time for the smallholders. Apart from rubber, palm oil seedlings and timber species are also being produced at the central nurseries.

The planting materials for the replanting programme as being produced at 11 central nurseries owned by RISDA and at smaller nurseries managed by the smallholder cooperatives. The preparation and supply of these planting materials is under the responsibility of RISDA’s subsidiary, RISDA “Semaian dan Landskap Sdn. Bhd. (RSSB)”.


REFUND OF ESTATE CESS

The replanting scheme for the estate sector is based on section 10 of the Rubber Industry (Replanting) Fund Ordinance 1952 after the amendment of the RISDA Act No. 8 of 1972. The Rubber Industry Scheme (Replanting) For the Estate 1974, states that cess money collected has to be refunded to the respective estates (more than 40.5 hectares) quarterly based on their production.


SMALLHOLDERS CO – OPERATIVE DEVELOPMENT

The co–operative society is one of the vehicle for smallholders developments, through the combined and pooled effort of available resources (labor, capital and skills) for involvement and participation in various social, economic and commercial activities. To date, there are 64 cooperatives formed at the national, state, and district levels throughout Peninsular Malaysia.

The operational structure of the co-operative consists of a National Rubber Smallholders Co-operative Berhad (NARSCO) as the main co-operative at the national level and the smallholders co-operatives at the state and district levels.


THE SMALLHOLDERS WOMEN GROUP

This is an institution established to expedite the smallholder women involvement and participation in the family and economic development. The membership consists of female smallholders, and other female members of the community who are involved in the various social and economic activities.

Among the main economic activities of this group are food processing 9such as chilly sauce, tomato sauce and soy sauce), handicrafts, tailoring and agricultures. In line wit the launching of the New Rural Development Philosophy and Strategy in 1994, risda has increased its effort to guide the members of these groups to be entrepreneurs and to commercialize their products.


FINANCIAL SOURCES

Since the beginning of the Seventh Malaysian Plan (7th MP) IN 1996, RISDA’s financial source to implement the various development programmes, especially replanting, are derived from the cess and other internal funds.

The Rubber Industry (Replanting) Fund, also known as the Cess Fund was established under section 3, Rubber Industry (Replanting) Fund Ordinance 1952. The cess collection is at the rate of 9.92 cents per kilogram rubber exported and is utilized for the replanting programme of the smallholders sector, while for the estate sector, the amount is refunded quarterly based on their production. The cess collection could also be used by RISDA for other activities approved by its Board.





Week 2

For second week I had given a work by madam Faris to photostat her certificate.This my first time she asked me to photostat single-handedly. So, it was quite difficult for me to do that jobs.However, I am so lucky because have one agricultural officer chief teach me to photostat and this week also miss Faizah had taught me how to send a fax in the formal ways.

Within this week I also was invited to day response innovation and quality awards Risda national level year 2009 in 10 November 2009 in Sultan auditorium Ahmad Shah Mum Pejabat RIsda.


In this week I ordering by RISDA director so that make registration.At 12.30 o'clock I directed to monitor lunch party which was held by RISDA. This to prevent food shortage in that day for guests. In this week miss faizah had given me jobs like input the name and count participant age go course for insert the data to excel.

This week also madam Faris(my supervisor) had order me make unit residual expenditure and allocation smallholder training till November 2009.

Week 1


For first week my firsts reported self at 8 in the morning in 2 October located in RISDA.In my first day had filled form of my antecedents.In first day also I meet to technical officer Mister Harris.he give briefing to us(Norheryanti and I). In Time briefing Mister Harris has provide information about work and told of rules in RISDA.After my briefing Puan Hurairah was introduced me each place at this department,and introduce ourself (I came with Norheryanti ) to the staff in this department. we are so lucky because the staff in this department is very friendly to us.After that I have been placed in unit part smallholder .After that I introduce my self to officer namely Nurita Puan Faris bt Mohd Firdaus and Diana Cik Fatin bt Abdul Munir.They is agricultural officer in department I.
morning in training unit including smallholder unit have roll call.Roll call is one meeting between director and officials and training unit staff.Roll call this like meeting a moment to tell is any which occurred be provided example problem complaint of participant who attend course experience current problem join course.roll call also came to know about presence per employee in that day.Roll call shall be available at anytime.


In this week I was taught how to use E-latihan.E-latihan was staff or participants attend course.This E-latihan to calculate how many many attend course was being conducted and know everyone attend course would receive the allowance.By using E-latihan system we can find out of allowance number which gave ,name list per course which held.Participant attend course this is among public and staff itself RISDA. In this first week also I were given directive to finish up preliminary report industrial training and due date to send is 6 October 2009.That's all.

BACKGROUND RISDA

Establishment Profile

RISDA is one of the Federal Statutory Bodies under the Ministry of Rural and Regional Development and was established on 1 January 1973 under Rubber Industry Smallholders Development Authority Act (Act 1972). It was established by the authorities endorsed by Parliament:-

  1. RISDA Rubber Industry Smallholders’ Development Authority Act
    (Act 85, 1972)
  2. Rubber Industry (Replanting) Fund Ordinance 1952.

With the establishment of RISDA, it is clear that “the Government takes a serious view of the role of the Smallholders Sector as one of the most important yield-production sectors of the national economy."


HISTORY OF RISDA

With the establishment of RISDA, an organization which specifically guides the smallholder sector towards progress and social and economic development has been created. RISDA will also determine that the nation's natural rubber industry becomes stronger and more stable. RISDA is established as the Government sees the importance of a new policy and strategy for the development of the smallholder sector.

As mentioned earlier, RISDA is responsible for all aspects of smallholder development. This includes modernizing the smallholder with complete application of research findings and technical advancement in rubber cultivation and processing, and thus, cooperating with MARDEC in creating an efficient marketing system for the smallholder. But most importantly is the development of new attitudes and concepts of modernization for the smallholder which is relevant to the situation today.

Therefore, it is clear that the elements of modernization must be the fundamental basis of RISDA's concept in enabling all our smallholders to utilize modern practices to increase the rubber production quality as well as to earn higher returns.

RISDA also was approach in addressing the problems faced by the smallholders. In the past, smallholders' problems were addressed by several organizations, that is, the Rubber Industry Board (Replanting), the Rubber Research Institute, as well as MARDEC. Now all this will be managed by RISDA. Therefore, simultaneous execution of research findings by the Rubber Research Institute of Malaysia, and the marketing system by MARDEC, can now be implemented for the benefit of all the smallholders nationwide. With the Integrated Approach, RISDA will ensure that the smallholder sector that is modernized in all aspects will enjoy an improved economy and a better quality of life.

The question of improving the smallholders' economy is closely related to the execution of the New Economic Policy. Therefore, RISDA will give its full cooperation to all the related government agencies. Undoubtedly, RISDA will play a very important role in the execution of the New Economic Policy, particularly in the restructuring of society.
